In this page you can find games that are completely and legally free download and play on your emulators. Many of them have an achievement set at RetroAchievements.org.
AtariAge has plenty of Atari homebrew on their website that you can either purchase physical cartridges of or (most of the time) download from their forums for free with a quick google search.
