Why

Capsule execution has prevented reliable customer reviews. Plan one trusted local runner that uses customer project environments and standards while keeping SpecFact externally installed.

What changed

  • Add four linked OpenSpec changes for runtime bootstrap, project checks, local reports and cutover, and installed acceptance.
  • Record issue alignment, 55 paired acceptance scenarios and the implementation sequence, including provisioned offline execution and future executable evidence binding.
  • Defer canonical stable publication until paired consumer and installed acceptance.
  • Retire abandoned capsule proposals and mark partially delivered lineage as superseded while preserving historical evidence.

Scope

Planning artifacts, evidence and documentation links only. All 72 new modules implementation tasks remain unchecked. The paired core now has 18 future tasks and explicit C15 and unsupported same-major compatibility scenarios. Runtime, workflows, dependencies, module assets and signatures are unchanged.

Blast Radius

This changes future delivery ordering and proposal authority. Protected assurance, active C15 work and independent signing/security gates retain their ownership and acceptance.

Verification

  • All four replacement changes pass strict OpenSpec validation; planned mappings and artifact-only scope checks pass.
  • Normal applicable modules hooks passed, including 28 existing contract tests.
  • Live GitHub readback verifies hierarchy, native blockers and the approved supersession dispositions.
  • Core wiki alignment and native graph rebuild completed; strict wiki health has 59 existing errors and no introduced errors.

Tracks #513, #514, #515 and #516. Implementation remains follow-up work.

Paired planning: nold-ai/specfact-cli#770.

Current CI blockers outside this planning diff are tracked in #518: unchanged core dependency/version and smoke-fixture identities in the quality matrix. No gate has been weakened.

Review in Change Stack →

📝 Summary

Summary

  • Adds four linked OpenSpec changes for trusted, project-aware local review: runtime bootstrap, project standards and checks, local reports and cutover, and external-installation acceptance.
  • Updates issue coordination and change-order records. Marks unfinished capsule proposals and remaining capsule work as superseded or abandoned, while preserving historical records and shipped fixes.
  • This PR changes planning artifacts and GitHub alignment only. It does not change bundle commands or adapters, bridge/runtime behavior, specfact_cli APIs, or production code.

Module surface and integrity

  • Issues #513–#516 own planned module implementation. Core issue #769 owns paired core work.
  • The plans retain module signatures, source integrity, and independent security gates. No module package manifest, semver, signature verification, or registry behavior changes are reported.
  • The plans require later review of schema 2.0 producer/consumer compatibility. They do not authorize changes to active C15 work or protected C14 evidence.

Cross-repository and documentation impact

  • The OpenSpec plans identify paired core work and future compatibility review. They do not make cross-repository code or import changes in this PR.
  • No documentation-site, documentation-url-contract, or CHANGELOG changes are reported. The supplied evidence does not establish documentation URL contract validation.

OpenSpec coverage and status

  • Adds changes code-review-17-project-runtime-bootstrap, code-review-18-project-standards-and-checks, code-review-19-local-report-and-cutover, and code-review-20-external-installation-acceptance.
  • The validation record reports 55 mapped inspection cases and 89 unchecked implementation tasks across the five planned changes. The PR objective separately reports 71 new module implementation tasks. These are different stated counts and scopes.
  • The supplied materials report strict OpenSpec and planning validation. Runtime tests, implementation, installed acceptance, and release remain pending.
  • Review severity counts are unavailable because current review findings were not supplied.

This planning-only change defines a trusted, project-aware review sequence, records requirements and future acceptance criteria, and updates GitHub alignment. It also retires unfinished capsule plans as superseded or abandoned history. No runtime implementation or published-support changes are included.

Changes: Trusted Local Review Planning

Layer / File(s) Summary
Reset order and ownership
openspec/CHANGE_ORDER.md, openspec/changes/code-review-15-signal-calibrated-blocking-gate/*, .audit/code-review-reset-validation.json
The change order records five planned changes, updates tree counts, and records capsule dispositions. Change 15 notes document compatibility coordination and preserve existing C15 and protected-evidence relationships. The validation receipt records planning checks and issue and pull-request dispositions.
Project runtime architecture and requirements
openspec/changes/code-review-17-project-runtime-bootstrap/*
The proposal, design, and spec describe planned interpreter selection, sidecar preparation, shared execution, failure handling, and source-bound evidence. Requirements, tasks, GitHub alignment, and validation records distinguish planning checks from pending implementation and runtime acceptance.
Customer standards and review checks
openspec/changes/code-review-18-project-standards-and-checks/*
The artifacts specify planned handling for customer standards, profile providers, analyzer environments, contract checks, and explicit pytest targets. Implementation and runtime validation remain pending.
Local evidence and execution cutover
openspec/changes/code-review-19-local-report-and-cutover/*
The artifacts specify schema 2.0 local evidence, source-bound execution, completion semantics, and a planned single-runner cutover. Runtime implementation and validation remain pending.
External installation acceptance
openspec/changes/code-review-20-external-installation-acceptance/*
The artifacts specify future acceptance through pipx, uv tool, and repeated uvx, with platform compatibility, independent gates, and release and rollback requirements. Implementation and installed acceptance remain pending.
Supersede and archive capsule proposals
openspec/changes/code-review-native-platform-execution/*, openspec/changes/code-review-portable-reviewer-bootstrap/*, openspec/history/abandoned/*, scripts/macos_managed_boundary/README.md
Existing capsule plans identify remaining work as superseded, not completed. Apple and Windows proposals are marked as never-delivered abandoned history, and affected references and documentation are updated.

Priority: ⬇️ Low

Change: Other

Merge Risk: 🔵 Low · up to 325dc

This planning-only change does not alter runtime behavior. Two documents still need wording fixes. The release task checklist allows publication before installed acceptance. The retired capsule feasibility notes still contain language that implies active authority. Both fixes are small and low-risk follow-ups.

Mark the native capsule records as superseded. The reset retires the capsule milestone, but these records still present it as active. Keep measured results as historical evidence and direct readers to the replacement architecture.

  • openspec/changes/code-review-native-platform-execution/FEASIBILITY.md#L90-L90: replace the active execution-contract wording with a dated supersession notice and link to the replacement design.
  • openspec/changes/code-review-native-platform-execution/MANAGED_BOUNDARY_STATUS.md#L3-L3: replace the “Current” checkpoint label with a historical status and link to the replacement design.

Remove the machine-local /private/tmp helper paths.

The record cites /private/tmp/specfact_verify_reset_artifacts.py and /private/tmp/specfact_code_review_reset.py as reproduction helpers. Neither file is in the repository. Readers cannot reproduce the validation from a clone. The .audit/ files it cites are also not part of this review. Commit the helpers under a tracked path, or state that the evidence is not reproducible from the repository.

The count-conflict finding is refuted. Changes 17–20 contain 18 + 18 + 18 + 17 = 71 unchecked tasks. The 83-task figure covers the five-source cohort, including paired core adoption with 12 tasks. The records therefore use different scopes and do not conflict.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Name the concrete schema consumers that need version dispatch.

scripts/pre_commit_code_review.py still classifies any major above 1 as at least 1.6. Its _schema_version_at_least and _authoritative_report_exit_code functions would judge a schema 2.0 report by assurance_status. The artifacts describe this risk but do not name the files to change. The core consumer reads only findings and overall_verdict, so it also needs explicit dispatch.

  • openspec/changes/code-review-19-local-report-and-cutover/design.md#L11-L11: name scripts/pre_commit_code_review.py, its two helper functions and the core consumer as required cutover edits.
  • openspec/changes/code-review-17-project-runtime-bootstrap/design.md#L135-L135: reference the same files so the canonical design and change 19 agree.
  • openspec/changes/code-review-19-local-report-and-cutover/tasks.md#L22-L22: name the script and require a schema 2.0 fixture test that fails against the current helper.

Linked repositories findings

nold-ai/specfact-cli

Inspected the branch of open PR #770 (ab9bbc5, detached HEAD), not the default branch.

  • scripts/pre_commit_code_review.py:58-65 has a narrow report consumer requiring only findings and optional overall_verdict, while ignoring extra fields. Future schema 2.0 adoption must replace this with explicit version dispatch and validation. [::nold-ai/specfact-cli::]
  • Existing docs still describe the legacy schema 1.0 and score-based verdicts (docs/modules/code-review.md:90-157), while the paired #769 plan requires schema 2.0 assurance/completeness and forbids deriving success from score or fixability. [::nold-ai/specfact-cli::]
  • The planned ownership boundary is explicit: modules produce reports and resolve project runtimes; core owns hooks, invocation, module loading, discovery, and installation compatibility (openspec/changes/code-review-local-report-adoption/design.md:5-21). --project-runtime is a descriptor, not an interpreter path. [::nold-ai/specfact-cli::]
  • Core #769 is blocked by modules #515 and blocks modules #516; implementation requires coordinated signed core/module compatibility across pipx, uv tool, and uvx (proposal.md:5-21). [::nold-ai/specfact-cli::]
  • Local schema 2.0 evidence is explicitly not valid for protected pr_range, capsule attestation, or C15 acceptance (design.md:15, proposal.md:29-33). [::nold-ai/specfact-cli::]

Planning follow-up pushed in f428eb5. Canonical proposal metadata, relocated references and a committed validation receipt are fixed. All five proposals pass the actual native parser; strict OpenSpec, planned Requirements checks and applicable hooks pass. All 84 future implementation tasks remain unchecked across the paired changes. The unchanged quality-matrix core/fixture failures remain visible and require separate prerequisite work.

Published planning follow-up 1ce7d31. All current validated planning findings have fixes, thread replies and validation evidence. The five replacement changes contain 52 scenarios and 86 unchecked implementation tasks in total. Strict OpenSpec, planned-maturity mappings and normal applicable commit hooks pass. Runtime, dependency declarations and CI policies are unchanged. Existing CI blockers remain explicitly tracked in modules #518 and core #747, with exact-tree member authority still separate.

Planning follow-up 3543e89 adds provisioned offline acceptance and makes executable scenario evidence a prerequisite for implementation GREEN. All 16 findings received across both PRs so far are addressed and resolved. Independent artifact review, strict validation, actual planned lifecycle checks and applicable normal hooks pass; 54 scenarios and 86 unchecked future tasks remain. No runtime, dependency or CI implementation is included. Known external CI blockers remain unchanged.

Published planning follow-up f9aee41. The capsule sequencing history is explicitly retired and core final review follows documentation/version edits. All 18 findings received across the paired PRs so far have been validated, fixed and resolved. Independent artifact review and applicable hooks pass. No runtime, dependency or CI implementation was added; known external blockers remain. The latest pushed planning artifacts are ready for another review.

Latest signed planning head 325dcae is published. Across the paired PRs, 23 validated findings are fixed/resolved; one restoration request was rejected because the owner explicitly authorized non-canonical abandoned history. The latest fixes keep immutable signed candidate handoff before paired acceptance and stable publication, and refresh final review after repairs. All 89 implementation tasks remain unchecked; no runtime, dependency or CI implementation is included. Strict artifact checks, actual planned lifecycle validation, normal applicable hooks and independent read-only reviews pass. Current required CI and fresh review completion remain separate gates.

Inspected detached ref 58c5e42, the branch of open PR #770 (not the default branch).

  • scripts/pre_commit_code_review.py:58-65,229-254 currently accepts findings plus optional overall_verdict and ignores extra fields. The planned schema-2.0 adoption therefore requires an explicit version-dispatch/validation update in this consumer. [::nold-ai/specfact-cli::]
  • src/specfact_cli/evidence.py:35-40 hard-codes EvidenceEnvelope.schema_version to "1.0", while docs/modules/code-review.md:123-157 documents score-based schema 1.0 output. This is an existing core contract that must be coordinated with the planned module-produced schema 2.0 report. [::nold-ai/specfact-cli::]
  • src/specfact_cli/registry/module_packages.py:116,1620-1627 separately enforces CURRENT_PROJECT_SCHEMA_VERSION = "1" for module admission. The future report schema version must not be confused with this module/project compatibility gate. [::nold-ai/specfact-cli::]
  • The paired core plan explicitly keeps --project-runtime as a descriptor rather than an interpreter path and preserves separation between externally installed CLI Python and project Python (openspec/changes/code-review-local-report-adoption/design.md:17-23). It also states that all acceptance remains planned (design.md:35-37), so this PR provides coordination context rather than runtime support. [::nold-ai/specfact-cli::]

Planning fixes published in 0b5fea0. The included-review follow-up now makes candidate preparation, exact paired/installed acceptance and gated canonical publication explicit; core checklist formatting and pre-PR signing/post-merge archival cleanup are aligned. Across both PRs, 26 validated findings have fixes and two history-restoration/rewriting requests were declined with governing evidence. All 90 future implementation tasks remain unchecked. Strict planning validation, actual planned lifecycle checks, applicable normal hooks and independent artifact review pass. Runtime, dependency and CI implementation stay out of scope. Fresh current-head review and required CI remain pending gates.

Current planning head 0b5fea0057afb570c3c512da2ab7c59c8aec488b has completed CodeRabbit and Codex code review. No review threads remain unresolved. Across the paired PRs, 26 validated findings have fixes and three findings have documented disproof. All 90 future implementation tasks remain unchecked.

GitHub still reports BLOCKED. The current quality matrix repeats the existing baseline failures tracked in #518. Python 3.11 and Python 3.13 install paired core 0.55.10 while the immutable development declaration requires ==0.55.4. Python 3.12 passes the candidate modules checkout to a smoke test that requires a different reviewed fixture identity. The tools job is still running. These workflow, dependency and test inputs match base dev.

The planning diff needs no further review fixes on the current evidence. Separate maintenance must resolve #518 with the existing checks intact before this PR can become merge-ready. Runtime implementation, dependency changes and CI changes remain outside this PR. No jobs were retried and no new reviews were requested.
