Add llvm-bolt, merge-fdata, and the instrumentation runtime to assertion-free Linux SDKs, with installation checks for the packaged tools and runtime. Use the installed llvm-strip on Linux and macOS, and raise the macOS SDK minimum to 13.3.

Rebased onto current main after SDK #107 and release 2026.10.06. LLVM 23.1.2, assertion variants, explicit EH/RTTI OFF, early Linux cleanup, updated runners, and Clang-based Windows builds are already on main and are excluded from this five-file diff.

Consumers own profiling, optimization, and validation of their final binaries. This PR supplies BOLT tools; it does not qualify a PGO/BOLT pipeline or gate the separate Core LTO-only milestone.

Validation: uvx prek run --all-files, bash -n for all tracked shell scripts, and git diff --check pass after rebasing. The remaining patch matches the previous Phase 2 commit, and the rebased commit's signature is verified. Full LLVM 23.1.2 SDK/BOLT artifact qualification remains pending; no release or manual qualification build was started for this refresh. Hosted checks run independently after the push.

Provide Linux BOLT tools for consumers that profile and optimize their
final binaries. Retain platform build updates and use the SDK's llvm-strip.
Assertion variants, EH/RTTI settings, and early cleanup come from Phase 1.
