Summary

  • Implementation of CR-131's design-accepted replacement for the root AGENTS.md, under explicit implementation-authority grant scoped to exactly one path: AGENTS.md.
  • Branch created fresh from current main (f807a6e6319ab49761985140a73d1d4469efeaec) — not from, nor by cherry-picking/rebasing/committing, the stale dirty draft on the codex/agents-governance-separation checkout (that checkout was not touched at any point).
  • Replaces the inherited Antigravity "Global Orchestration Configuration" content (Local Worker Council / Cloud Supervisor feedback loop, two-cycle escalation, dispatch wrapper, Cybernetic Ecology Rubric) with the CR-131 design-accepted repository-governance text: authority precedence and document role, before-acting preflight and worktree hygiene, the full CR lifecycle chain (proposal acceptance → design acceptance → implementation authority → implementation acceptance → merge authority → release authority → closeout), writable-scope vs. read-only-verification separation, evidence and current-state rules, stop-and-request-direction triggers, a pointer to docs/verification_guide.md rather than a restatement, non-authority of agent verdicts/instructions, optional tooling, and explicit exclusions.
  • Byte-identical to the design-accepted text: SHA-256 58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e, verified against the committed blob after commit, matching CR-131's recorded fingerprint exactly.
  • This PR does not touch CR-131, PR docs(cr-131): record design acceptance for the 61-line AGENTS.md text #167, or any other repository path.

  • Confirmed the staged AGENTS.md is exactly 61 lines before committing.

  • git diff --check clean (only a benign CRLF/LF line-ending notice, no whitespace errors).
  • Cumulative base(main)→head diff contains exactly one file: AGENTS.md.
  • Confirmed CR-131 and PR docs(cr-131): record design acceptance for the 61-line AGENTS.md text #167 are untouched by this branch.
  • Confirmed the primary codex/agents-governance-separation checkout remains in its original pre-existing dirty state throughout.

No test-suite run — documentation-only change with no runtime, schema, or test surface.

This PR represents an implementation candidate only. It does not carry implementation acceptance, merge authority, release authority, or closeout — those remain separate, explicit human decisions per CR-131 and docs/change/change_management.md.

Byte-identical to the design-accepted text recorded in CR-131 (SHA-256
58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e,
verified against the committed file below). This commit does not modify
CR-131, PR #167, or any other repository path.

New commit, does not amend d4cae83. Status-metadata-only correction:
records that implementation authority was granted 2026-08-12, scoped
to exactly AGENTS.md, including the operational steps to produce a
reviewable candidate (fresh branch/worktree, writing the frozen
61-line artifact, verification, commit, push, PR). Records that the
grant produced implementation PR #168 at exact head
1da8bc0, whose committed AGENTS.md
SHA-256 (58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e)
matches the design-accepted fingerprint. States the grant is spent and
that this record itself grants nothing further. Scope, CR Namespace
Census, Acceptance Criteria, Verification Plan, and Stop Point are
unchanged. Does not touch AGENTS.md or PR #168.
