docs(cr-131): record design acceptance for the 61-line AGENTS.md text - #167

Lifecycle-only edit. Records the human operator's 2026-08-12 design- acceptance grant for the exact 61-line AGENTS.md replacement text drafted, reviewed, and corrected in the CR-131 design-review conversation, fingerprinted by SHA-256 so the accepted text is bound to a reproducible artifact rather than conversational memory. Status moves to "proposal and design accepted; implementation authority pending." Implementation authority remains explicitly withheld and unchanged by this grant; the accepted text itself is not modified. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

…tifact New commit, does not amend b8cd974. The prior commit and PR body described the recorded SHA-256 as binding acceptance to a "reproducible artifact," which overstates what's durable: the exact accepted 61-line AGENTS.md text exists only in the design-review conversation record, not in this CR, this PR, or any other repository artifact. The hash lets a reproduced copy be checked byte-for-byte; it does not by itself make the text independently reconstructible. This corrects CR-131's Design acceptance bullet to say so explicitly. No change to the accepted design, its fingerprint, or any other section. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

#168 New commit, does not amend d4cae83. Status-metadata-only correction: records that implementation authority was granted 2026-08-12, scoped to exactly AGENTS.md, including the operational steps to produce a reviewable candidate (fresh branch/worktree, writing the frozen 61-line artifact, verification, commit, push, PR). Records that the grant produced implementation PR #168 at exact head 1da8bc0, whose committed AGENTS.md SHA-256 (58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e) matches the design-accepted fingerprint. States the grant is spent and that this record itself grants nothing further. Scope, CR Namespace Census, Acceptance Criteria, Verification Plan, and Stop Point are unchanged. Does not touch AGENTS.md or PR #168. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

main(f807a6e6319ab49761985140a73d1d4469efeaec, the PR docs(change): propose CR-131 — AGENTS.md repository-governance replacement #165 merge that landed CR-131's proposal).AGENTS.mdreplacement text drafted, reviewed, and corrected across the CR-131 design-review conversation (source-of-authority matrix, stale-draft disposition, section contract, four corrections applied — historical-evidence wording, stage-bundling escape hatch, merge/release authority naming, durable nested-AGENTS.mdphrasing).58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e) is recorded in CR-131 as an integrity fingerprint of a conversation-only artifact — it lets a reproduced copy be checked byte-for-byte, but the hash alone does not make the accepted text independently reconstructible from this CR, this PR, or any other repository artifact.
