Summary

  • Lifecycle-only edits to CR-131, based on current main (f807a6e6319ab49761985140a73d1d4469efeaec, the PR docs(change): propose CR-131 — AGENTS.md repository-governance replacement #165 merge that landed CR-131's proposal).
  • Records the human operator's 2026-08-12 design-acceptance grant for the exact 61-line AGENTS.md replacement text drafted, reviewed, and corrected across the CR-131 design-review conversation (source-of-authority matrix, stale-draft disposition, section contract, four corrections applied — historical-evidence wording, stage-bundling escape hatch, merge/release authority naming, durable nested-AGENTS.md phrasing).
  • The accepted text's SHA-256 (58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e) is recorded in CR-131 as an integrity fingerprint of a conversation-only artifact — it lets a reproduced copy be checked byte-for-byte, but the hash alone does not make the accepted text independently reconstructible from this CR, this PR, or any other repository artifact. The exact bytes exist only in the design-review conversation record.
  • Implementation authority has since been granted (2026-08-12) and is now spent. It was scoped to exactly one path, AGENTS.md, and included the operational steps to produce a reviewable candidate: fresh branch/worktree from then-current main, writing the frozen 61-line artifact, bounded verification, commit, push, and opening an implementation PR.   • What this does not grant: implementation acceptance of PR docs(agents-md): implement CR-131 repository-governance AGENTS.md #168, merge authority for PR docs(cr-131): record design acceptance for the 61-line AGENTS.md text #167, merge authority for PR docs(agents-md): implement CR-131 repository-governance AGENTS.md #168, release authority, or closeout — all remain explicitly withheld and ungranted.

Test plan

  • Confirmed only docs/change/requests/CR-131-agents-md-repository-governance-replacement.md changed across all three commits (git diff --cached --stat).
  • Confirmed AGENTS.md is untouched on this branch (git diff -- AGENTS.md empty) — the accepted text itself was not written to the repository via this PR.
  • Confirmed the primary codex/agents-governance-separation checkout remains in its original pre-existing dirty state throughout.
  • Branch created fresh from current main (f807a6e...), not from the already-merged pre-merge branch tip.
  • Independently recomputed the SHA-256 from the still-held session scratch copy of the accepted text; matches the recorded hash exactly.
  • Independently recomputed the SHA-256 of PR docs(agents-md): implement CR-131 repository-governance AGENTS.md #168's committed AGENTS.md; matches the design-accepted fingerprint exactly.
  • git diff --check clean on all three commits (only a benign CRLF/LF line-ending notice, no whitespace errors).
  • Every diff confined exactly to the Status block — problem statement, scope, exclusions, source-material analysis, reconstruction requirement, and verification semantics all untouched.
  • PR docs(agents-md): implement CR-131 repository-governance AGENTS.md #168 was not modified by any commit on this PR.

New commit, does not amend b8cd974. The prior commit and PR body
described the recorded SHA-256 as binding acceptance to a
"reproducible artifact," which overstates what's durable: the exact
accepted 61-line AGENTS.md text exists only in the design-review
conversation record, not in this CR, this PR, or any other repository
artifact. The hash lets a reproduced copy be checked byte-for-byte; it
does not by itself make the text independently reconstructible. This
corrects CR-131's Design acceptance bullet to say so explicitly. No
change to the accepted design, its fingerprint, or any other section.

grant produced implementation PR #168 at exact head
1da8bc0, whose committed AGENTS.md
SHA-256 (58d83280245b053718b04cab0fe84c8d9640c09780018761bcf880add088a77e)
matches the design-accepted fingerprint. States the grant is spent and
that this record itself grants nothing further. Scope, CR Namespace
Census, Acceptance Criteria, Verification Plan, and Stop Point are
unchanged. Does not touch AGENTS.md or PR #168.
