backport of #48104

PR description:

This PR sets up a NanoAODv15-Lite configuration to produce v15-like NANO directly from Run2UL MiniAODv2 and Run3 2022/2023 130X MiniAOD, by:

  • recompute the Puppi weights, the PuppiMET, and recluster AK4 and AK8 Puppi jets (along with all the new taggers)
  • update the tau and boostedTau collections to add the new IDs
  • updating the muon IDs and add the missing Muon_softMvaRun3 on-the-fly

From some quick comparison to a reMINI+reNANO workflow, overall reasonable agreement was observed, however small differences exist here and there (some are expected due to the precision differences between reco::PFCandidate and pat::packedCandidate).

TODOs:

  • Need to check the JERC tags for the GTs.
  • A notable difference is in the LowPtElectron collection -- comments are welcome.
  • Muon_softMvaRun3 is not filled -- Fixed by re-running the MVA on-the-fly.

This pull request is fully signed and it will be integrated in one of the next CMSSW_15_0_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_15_1_X is complete. This pull request will now be reviewed by the release team before it's merged. @rappoccio, @sextonkennedy, @antoniovilela, @mandrenguyen (and backports should be raised in the release meeting by the corresponding L2)
