Scope

• Normalize hard/soft quotas, estimates, actual cost references, attribution tags, poll/call budgets, and stale/unknown data policy.

Acceptance criteria

• Knowable hard quota failures occur before execution.
• Unknown and stale cost are explicit and approval behavior documented.
• Workspace/environment/application attribution plus telemetry/cardinality/provider-call budgets are testable.

Test and evidence

• Quota/cost schema tests and provider-call budget benchmark.
