This PR adds splits and symbols for each SM64 region, same general config tweaks/code changes as #102, I tried to match everything I could but there's new functions in
library.cand jp/userrordisplay.cgot different structures so this is not matched either,helpRVL.cisn't matched too for jp and us. There's also changes in the SDK,vcmvhas changes andhbm/homebuttongot few differences (seeHBM_REVISIONusage)sm64-jandsm64-uare both similar tooot-gc, in several files the GC version of some functions is matching
