build(sweeps): align CI, precommit, and make format, remove python 3.9 support

• CI, pre-commit, and make format will now all run the same lints and fixes.
• Remove make lint.
• Remove Python 3.9 support now that wandb/wandb has removed it as well.

Oh we need admin access so we can go into branch protection and remove ci/circleci: linters39 and linux39 from it I think? :|
