The shared HTML grammar covered forty Domato tag types and local attribute/value lists. This extends [#1018](#1018) with the [pinned Domato tag table](https://github.com/googleprojectzero/domato/blob/fadff396cc45d521cc594d3e2396e27e887b1963/html_tags.py) and [attribute/value rules](https://github.com/googleprojectzero/domato/blob/fadff396cc45d521cc594d3e2396e27e887b1963/rules/html.txt). Complete element productions preserve DOM node costs while the shared compiler reserves sibling budgets and binds identifier references. Document profiles retain frameset/frame and root tags; plaintext ends the input. Formatting, near-miss end tags and [SVG integration points](https://html.spec.whatwg.org/multipage/parsing.html#html-integration-point) contribute hostile shapes. The finite sweep forces the declared alternatives and exports materialized input bytes. This builds on [#1189](#1189). Common helper alternatives use shortest productive derivations. Other domain adapters and dedicated generation CI/corpus integration remain in #1018.
