✨ feat(fuzz): expand pinned HTML generation - #1192

Reserve minimum sibling costs so recursive generation can complete within its parsed-node budget. Bind fragment targets and export materialized production sweeps for tox-dev#1018.
The shared grammar covered forty Domato tag types and local attribute/value lists. Materialize the pinned tag, attribute and value alternatives under its existing budget and binding contract. Document profiles preserve frameset/frame and root tags; plaintext ends the input. Include formatting, near-miss and SVG integration shapes. Refs tox-dev#1018. Builds on tox-dev#1189.

The HTML table adapter merged beside the complete grammar import. Retain both imports while preserving every oracle and existing callback. Merge verified main 6cbeeb7; refs tox-dev#1192 and tox-dev#1018.

The shared HTML grammar covered forty Domato tag types and local attribute/value lists. This extends #1018 with the pinned Domato tag table and attribute/value rules.
Complete element productions preserve DOM node costs while the shared compiler reserves sibling budgets and binds identifier references. Document profiles retain frameset/frame and root tags; plaintext ends the input. Formatting, near-miss end tags and SVG integration points contribute hostile shapes. The finite sweep forces the declared alternatives and exports materialized input bytes.
This builds on #1189. Common helper alternatives use shortest productive derivations. Other domain adapters and dedicated generation CI/corpus integration remain in #1018.
