Root cause
The organization health digest still reports
Reconcile A11oy and Killinchu SDA shared sourcered. It is a completed one-shot controller bound to historical PR #1028 and fixed branch SHAs. Current evidence already proves both sharedszl_ecosystem_routes.pyfiles resolve to Git blob9564c47daf79c86815b2544ec51b06debc30d354; issue #221 is closed.Keeping the controller executable permits it to target stale branches and reopen a resolved incident.

This is the exact-tree signed replacement for #341. The bounded materializer run
30255431491copied the two permanent added files byte-for-byte from head81416537a6a6bce01c7482084c1ed13c8a0da4bb, deleted the same three obsolete files, and created one GitHub-verified signed commit on current protectedmain:35628a404b2e2f33c307cc5c53dad3d5d1845558The six-commit unsigned predecessor remains preserved; no force push or history rewrite was used.
Verification
The predecessor tree passed the retirement contract, CI, Tests, CodeQL, Trivy, Gitleaks, DCO, pinning, doctrine, staging, bootstrap invariants, all eight FORGE-9 gates, and qillqaq attestation. Protected checks on this signed one-commit replacement are authoritative for merge.
