Restore the editor when applying the draft fails.

select_tool calls put_down_edit_text, which removes the editor before applying the draft and ignores apply_edit's failure result. A valid editor input such as U+10FFFF can make rewrite_block return an error. The document remains unchanged, but the draft and editor are lost when switching tools from All tools.
