Please either get @spmaniato to do the release using the existing repos or give you access to release using the existing gbp, or fork the upstream repo, add yourself explicitly as a maintainer and release the package from the fork.

Please make sure that @k-okada is added as a maintainer (by either adding him, giving him permission to do it himself, or moving the repo into a ROS org unit to make that easy in the future) and reuse the existing release repo (if any).
