Renovate was not creating PRs for release-x.y branches because the
package rules only re-enabled patch update types. Container image tag
updates (e.g. ubi10-minimal:10.2-1790753097 → 10.2-1791269426) are
classified as minor updates under Docker versioning, so they were
being suppressed by the blanket disable rule for release branches.

This adds minor to the allowed update types alongside patch so that
Renovate opens PRs for these updates on release branches.
