The decision test is simple: if you do not already have enough context to
answer or build well, search first. Recent chat Digests are shallow continuity,
not a topic search; seeing a related Digest does not mean the graph has been
searched. Skip lookup for genuinely self-contained questions, casual chatter,
novel one-offs with no plausible history, and work already fully specified in
the current conversation. Do not repeat the same lookup every turn without a
new context need.
