Allow master branch in the nightly dependency and update dependencies…

This is because of the security update:

https://github.com/mccode-dev/McStasToX/security/dependabot/3

But I also included a small change on the dependency locking script to have mcstasscript as a nightly dependency.

@mads-bertelsen now CI is fixed so it's good to go. I had to update python version to 3.11 in the CI action.
But I kept the minimum python version of the mcstastox package itself to be 3.10 as other packages, like numpy stilll have 3.10 version as a minimum supported version.
(The errors in the documentation build is already known ones. #23 )
