When splitting this plugin out of
workflow-cps-global-libI kept the baseline intact. This had been updated to 2.303.x a few months ago, for no reason that I can ascertain: as mentioned in jenkinsci/workflow-cps-global-lib-plugin#119 (comment), the plugin seems to build fine on 2.289.x and there is no apparent mention of this plugin in either jenkinsci/jenkins#5320 or the associated Jira issue. Forcing a 2.303.x dep is causing some extra work in jenkinsci/bom#1168 and may be undesirable in jenkinsci/git-plugin#1274 (comment) and jenkinsci/workflow-multibranch-plugin#180.
