Adds
matrix-authto the BOM as proposed in jenkinsci/cloudbees-folder-plugin#166 (comment). Also removes the 2.204.x line because that would require plugin version 2.5.1, which predates jenkinsci/matrix-auth-plugin#74 that we need in order for stuff to work. Admittedly it has been less than 400 days since 2.222.1 was released but it feels like more than that!
