docs: bump docs dependencies to their latest versions

Description of changes

• This PR bumps dependencies to the latest versions
• inline Starlight admonition into .mdx files to address the breaking change from https://github.com/withastro/starlight/blob/main/packages/starlight/CHANGELOG.md#0350
• write <Linkout> components on one line and avoid formatting them ({/* prettier-ignore */}) so they display correctly (issue introduced by updating @interledger/docs-design-system)

• Used LinkOut component on external links
• Reviewed Vale errors and made changes where appropriate
• Ran Prettier
• Previewed updates in Netlify
• Received SME and/or peer approval if updates are significant
• Included a "fixes #" comment

• Ensured sequence diagrams follow our style guide

<Linkout> should be kept on a single line; otherwise the external-link icon renders on the next line.

For now I am changing the breaking links so they stay on one line and display correctly and I'm {/* prettier-ignore */} them

Is this something we should add to documentation or should we open an issue to fix this behaviour?
