fix(dashboards): propagate global filters in Open in Issues link#116105

`getWidgetIssueUrl` was calling `applyDashboardFilters` without the widget type, so dashboard global filters (which are filtered by `dataset === widgetType`) were dropped from the issues URL even though the widget's own data fetch applied them. Pass `widget.widgetType` so the link query matches what the widget renders. Fixes DAIN-1659
