HLT menu development for 15_0_X (11/N) [16_0_X]

PR description:

Development of HLT menus for CMSSW_15_0_X (branch CMSSW_16_0_X):

• This is the PR for the master branch, which will then be backported down to 15_0_X (the latter is the release cycle currently used for Run-3 HLT-menu development).
• These updates correspond to further changes accumulated after the "V1.3" (last) GRun menu was delivered.
• This is the close-out development PR in the CMSSW_15_0_X cycle

This update includes the integration of the following JIRA tickets:

• CMSHLT-3629 [BPH] Low-PU 2025 BPH DiMuon path with pT=0 and OS+SS muons
• CMSHLT-3640 [HIN] Silence framework related warnings in HIon menu

In addition this PR introduces the following commits:

• c71ce2d: Migration to new template CMSSW_15_0_15, including frozen menus and disabling customisation for add support for multiple input FEDs in HLTL1NumberFilter #48957
• fcf05cc: percolate DQMGPUvsCPU event content to HLTDebugRAW and HLTDebugFEVT for release validation purposes
