Add initial data files

Add initial data files that will be used in test of the FEDRawDataCollection format. These will be read by future releases to verify backward compatibility.

User test area: For local testing, you can use /cvmfs/cms-ci.cern.ch/week1/cms-data/DataFormats-FEDRawData/1/32321/install.sh to create a dev area with all the needed externals and cmssw changes.
