Reorganization due to CMSHLT-3147

• remove the streamers for streamDQMGPUvsCPU related to run 381594
• add new streamers for streamDQMGPUvsCPU for run 397813
• update the README file

Needs to be tested with cms-sw/cmssw#49237.
