In order to enable Liquid Glass effects, the binary used for an app needs to be compiled against the macOS 26 SDK.

This means the macOS stub binary needs to be compiled against the macOS 26 SDK; if it isn't, macOS 26 users won't get Liquid Glass effects in their GUIs.

The easiest way to do this is to build the stub binary on the macOS 26 runner, which defaults to Xcode 26.

Also includes a bump to 3.13.8 and 3.14.0 support packages.

Fixes #95.

Moving this to draft for now, because it should also include a support package bump - but with 3.14.0 and 3.13.8 on the horizon, it's worth waiting a week or two.

Support packages for 3.14.0 have now been built and published; once this PR is merged, we will need to tag new stub binaries.
