Refactors the quiver code to help with implementing a musket ball pouch a bit more cleanly in #298
While only useful in the above-mentioned PR for now, it should make it easier to add other similar ammo containers in the future that we want to have the same functionality, while all running off the same procs, by making use of the allowed_ammo var instead of copy-pasting the original quiver code into new items/files.
