Promotion policy could already restrict model classes and regression limits, but a pass-only serving report did not prove that the base, trace-only, frontier, champion, and candidate arms were all compared on identical held-out scenarios. This makes the arm contract explicit in promotion policy artifacts and blocks alias authorization until the serving or eval report evidences every required arm with identical held-out coverage.
