This might be a case where we want to maintain a sorted list in the data structure, rather than sorting on demand. @gnprice, do you think so?

Yeah, I think a sorted list would be better, as there could be thousands of topics in a channel. Curious what Greg's thoughts are!

At a minimum we should avoid repeating the sorting when nothing's changed.
Maintaining the list sorted is good if it doesn't make updates significantly more expensive. This is a data structure we'll be reading relatively infrequently, because it's used in only some lower-frequency features of the app, so we want to avoid spending a lot of computation maintaining it if the user doesn't end up consuming it in a given time they're using the app.
