Port configuration workflow changes from Zowe V3 RC3

#4144)

Manual port, because as Zowe V2 workflow is bit different than Zowe V3 workflow, as is bit different API ML workflow for V2 from V3. Changes are port on logical level.

1. Modifications to Zowe V2 configuration workflows (bugfixes)
2. new API ML configuration workflow for Zowe V2
3. API ML configuration workflow added to Zowe PSWI packaging
