Converting to draft. Build issues with Ruby 3.2 due to Middleman's dependency on archived sassc ruby gem. |
-update config.rb to keep search working with newer middleman versions - lock middleman version to nearest recent - lock rack to recent version that works with middleman 4.5 - remove version constraints on gems that can be pulled to latest

Did not catch this earlier, but our bundler version used for docs is not compatible with current version of ruby used in publish docs github actions or on Gemfile
Updating ruby version on Gemfile on Docs as well as Ruby version on publish docs github action.
