[codex] Use uncommon local dev ports

Summary

• Move local web/API defaults to uncommon ports 42130/42180 and local Docker host ports to 42432/42379.
• Document the local port assignments in README while keeping deployed AMH/Nginx ports unchanged.
• Add Vitest localStorage setup so the full web suite passes in this runtime, and make the Moomoo research recorder test date-stable.
