Workflow to deploy workspaces for PRs

Describe changes

The changes in this PR consist of 3 points:

1. A GitHub action. It gets triggered on opened and sync events on PRs if the staging-workspace label is set. It can also be triggered manually by providing a branch name. It builds a base image and a server image, and deploys a tenant with it.
2. A Cloudbuild config. It is used by the GitHub action to build the necessary images on Google Cloud Build.
3. A Python script. It is also used by the GitHub action, but it is designed in a way that our developers can use it for their own development as well.

Pre-requisites

Please ensure you have done the following:

• I have read the CONTRIBUTING.md document.
• I have added tests to cover my changes.
• I have based my new branch on develop and the open PR is targeting develop. If your branch wasn't based on develop read Contribution guide on rebasing branch to develop.
• IMPORTANT: I made sure that my changes are reflected properly in the following resources:
  • ZenML Docs
  • Dashboard: Needs to be communicated to the frontend team.
  • Templates: Might need adjustments (that are not reflected in the template tests) in case of non-breaking changes and deprecations.
  • Projects: Depending on the version dependencies, different projects might get affected.

• Breaking change (fix or feature that would cause existing functionality to change)
