Closes #ISSUE

Release Notes:

  • settings_ui: Added a warning banner when the settings file you are looking at is out of date and needs to be migrated
  • settings_ui: Fixed an issue where the user settings file would not appear as an available settings file if it failed to parse or didn't exist
