the dependencies to build the env i also changed the torch command to the whl url as instructed on pytorch.org also changed conda from anaconda, updated all

with brand new conda i needed pip listed in the dependencies
in order to not receive resolve errors
i also changed the torch command to the whl url as instructed on pytorch.org
also changed conda from anaconda and updated all versions in .yml file
