introduce terratests plan to deploy and test yugabyteDB cluster
add github actions to be triggered on push, pull_request or new release of yugabyte-db.
Deploy and tests the cluster with latest tag on new release of yugabyte-db.
generate ssh_key pair in main.tf
Update centos image version to centos-7
