What does this PR do?

  • This PR enables the black linter on this repository, and adds it to Github Actions.

Why do we need this?

  • This makes code more readable and reviewable.
  • This reduces code collisions caused by different editors with different styles.

How was this tested?

  • I am still not sure how to test changes to this repository.

@ysde let me know when you get a chance to look at this. I have a few other testing-related changes I want to introduce, but they become a pain to rebase depending on if you want them formatted this way or not.
