Upgrade Claude Code GitHub Action code snippet to v1

Updates the Claude Code GitHub Action code snippet to use anthropics/claude-code-action@v1.

This looks unfriendly, but it seems configuring the MCP server and the allowed tools is now done this way:

To be transparent, I haven't tested the GitHub Action. But looking at their docs, this seems correct.
