Release the fixes merged since v0.2.3 as v0.2.4: interactive runtime metering and browser execution, runtime-bundle interactors, stream completion, and cancellation EPIPE handling.
Synchronizes the seven code packages, workspace references, CLI version, and pinned action/docs at 0.2.4. Records the release in the changelog; toolchain package versions remain 0.2.0 and the execution contract remains version 2.
Validation: synchronized package version verification and documentation verification passed. The existing main CI passed at 2fb316f; this PR runs the required CI before the release tag is pushed.
