[database] Use dburl variable properly

When running openvox-agent 8.22.1 i came across an error: Evaluation Error: Unknown variable: 'oracle_separator'.
This should prevent this and properly use dburl variable.

Needs a new version of puppetlabs-postgresql released that allows v11 of puppetlabs-apt (puppetlabs/puppetlabs-postgresql#1645):

  	Error: Could not install module 'puppetlabs-postgresql' (v10.5.0)
  	  The requested version cannot satisfy one or more of the following installed modules:
  	    puppetlabs-apt, installed: 11.0.0, expected: >= 9.2.0 < 11.0.0
