vp migrate can downgrade newer toolchain dependencies in an existing Vite+ project and report success without a warning.

This draft adds a pnpm snapshot test for #2662. The test installs dependencies through the local registry and checks the catalog entries and installed versions. It records the current behavior without a fix.

The snapshot test passed in record and compare modes.
