Add option to log error queries only

Description

This PR adds querylog-mode option to log queries which have resulted in error.
This option is available in VTGate and VTTablet.

The querylog-mode should be set to error to log only errored queries.

Related Issue(s)

• Closes Use --log_queries_to_file but limit what’s logged there to queries that had an error #17033
