Implement pagination for lawyer listing page

Problem

Currently all lawyers are loaded together, which affects performance when the dataset grows.

Solution

• Add backend pagination API.
• Add page navigation controls.
• Show current page number.
• Display loading indicator while fetching data.

I would like to work on this issue.
