This change enhances the tile tooltip to display information about any actor present on the tile. It adds the actor's name and health to the tooltip and changes the background color to make it visually distinct.

PR created automatically by Jules for task 16050224531063088284 started by @Lunkle

Adds actor's name and health to the tile tooltip if an actor is present.
Also changes the tooltip's background color to differentiate it from a regular tile tooltip.

Added a `name()` method to the `Actor` interface and implemented it in all subclasses.
Updated `TooltipDeterminer` to check for an actor and display its information.
