This PR updates the repository to be compatible with the new GitLab Kubernetes environment.
The main change is moving Helm chart tarballs from the GitHub Release page into the repository itself, since the GitLab release page is not publicly accessible.
This PR cannot be merged until K8s GitLab is ready.
