Titan golden results update

This pull request updates the golden results for the Titan benchmarks to reflect the latest expected outputs and modifies the download_titan.py script to fetch the most recent BLIF archive (titan_release_2.1.0_blif.tar.gz), where the titan_new benchmarks have been renamed to titanium and the blifs are generated with the most recent version of S10 architecture capture.

One last thing to do: we should update the documentation to mention titanium. We should have a titanium section right under Titan at https://docs.verilogtorouting.org/en/latest/README.developers/#example-titan-benchmarks-qor-measurement
