upgrade basehub to v9

Description

This PR upgrades basehub to v9, which doesn't have many breaking changes, but it does break free from needing to generate the api client at build time. Now, the client is bundled into the library, and what gets generated are just the types.

Additionally, this PR upgrades next, react, and react-dom to latest across all projects. I've upgraded all projects to ensure one version of each of these packages is installed at once (specifically, react can have problems when multiple are installed in a monorepo).
