Summary

Related to #1084 and the proposal in #2529. This PR is stacked on #2477 and must merge after it.

Background subagents and durable tasks no longer need experimental.tasks. defineLocalSubagent and defineRemoteSubagent now own the per-definition background policy, defaulting to blocking, while the built-in agent remains explicitly background.

Before -> after: subagents used a separate task dispatcher, child/task bindings, and relay protocol -> every subagent is an ordinary workflow tool. The shared userspace workflow calls the public agent() helper from eve/workflow; blocking calls report to the turn owner, and background calls use the same workflow-tool executor with an admission barrier that commits the child handle before returning { status, taskId, agentId }.

The task kernel now owns only executor-neutral lifecycle state, receipts, readiness, progress, HITL ordering, cancellation, dedupe, and terminal caching. Agent target resolution, continuation exclusivity, child cancellation, and handle state stay outside tasks/ and execution/tasks/. Persisted task indexes move to version 2 and reject older versions explicitly.

Scope

Removes the authored root task flag and legacy agent-specific task transport.
Adds a versioned session-inbox wire update for generic workflow owner effects.
Keeps Nitro's unrelated nitro.options.experimental.tasks schedule integration unchanged.
Does not add background subagents inside the model-authored Workflow tool or exact mixed-mode token reservation.

Validation

The complete eve unit tier passes 7,054 tests with one skipped. The workflow-tool integration suite passes all eight cases, including background progress and HITL after the originating turn. Focused task, subagent, compiler, wire, and lowering coverage passes; the eve build, extension contracts, docs checks, and task-neutrality invariants also pass. Fixture-owned e2e suites remain CI-only.

The net deletion removes the separate subagent task dispatcher, relay wire, and agent-specific task state. The remaining additions are the shared workflow-tool admission/effect path, executor-neutral task lifecycle, versioned inbox wire, compiler/runtime policy plumbing, and generated extension capability metadata.

Tests — 111 files · +1911 / -5222

Replaces the removed task/subagent machinery suites with focused coverage for ordinary workflow-tool lowering, owner effects, receipts, task transitions, HITL, cancellation, compatibility, and fixture-owned eval behavior. The large deletion tracks the retired parallel execution path rather than reduced coverage of the surviving path.
