Add intelligence about .well-known/coserv-configuration to the Discovery interface, and allow CoSERV discovery documents to be drawn down from the server in either JSON or CBOR format.

Rationale: cargo is pulling 0.6.5 which has `edition = "2024"` in its Cargo.toml file, and cargo-deny@v1 rejects this as being too new

I had to apply an "emergency" fix to get the CI to pass - locking the dev dependency on wiremock to =0.6.2. This is completely unrelated to the rest of the change. The proper fix for the CI problem is to upgrade cargo-deny to @v2, but this is non-trivial and I don't want that in scope for this PR. I have raised #28 to do that separately.
