Implementation description

• Created create-tags.sh to generate 5 new tags in the database (based on create-residents.sh)

Steps to test

1. Add TAG_STATUS to seeding .env

# Tags Table
TAG_STATUS=Active

3. Run script with sh create-tags.sh or sh create-tags.sh -w
4. Check that tags have correct ids and names with SELECT * FROM tags;
