Modified the "config.dev.yml" setup to include the "ui.baseUrl" parameter. This is likely not strictly necessary for the local development environment, but seemed like a good practice for consistency with the Kubernetes production configuration which does use the parameter. https://umd-dit.atlassian.net/browse/LIBDRUM-1026
